Super high-rise buildings that really need to be built should be built and operated according to the three-star level of green buildings. By 2025, all new buildings will be built as green buildings, and the proportion of star-rated green buildings will reach more than 30%. By 2030, the energy-saving rates of new residential and public buildings will reach 75% and 78% respectively.

Promote the improvement of energy efficiency of existing public buildings in a coordinated manner. By 2030, the energy consumption per unit building area and per capita comprehensive energy consumption of public institutions will be reduced by 7% and 8% respectively compared with 2020. Continue to promote the construction of key cities for improving public building energy efficiency. By 2030, all key cities at or above the prefecture level will complete the renovation task, and achieve an overall energy efficiency improvement of more than 20% after renovation.

Promote the construction of green and low-carbon rural houses. Guide all regions to carry out rural house construction by referring to the green technical guidelines for rural house construction, encourage the use of prefabricated steel structures and green building materials in rural houses, and carry out the construction of green rural house demonstration zones in provincial rural house construction pilot areas. By 2030, a number of green rural houses will be built, and the construction of star-rated green rural houses and zero-carbon rural houses will be encouraged.
